Yes. The New York district hosts the Construction Quality Management Course for Contractors. It is a first come first served basis and you must pass the exam with a 70 or higher in order to receive your #784 certificate.

No special requirements. However, the New York district tends to require that the QC Manager have an engineering or construction management degree on many of their projects. More so than other districts.
